Column H: =COUNTIF(A1:G1, "?#/?b")
Column I: =COUNTIF(D1, "?#/?b")
That's how I expose the property that I noticed where some of the scales have a sharp/flat in Column D.
As for sorting, I did this in two passes. The first pass was Column I descending then by Column H ascending. That got me most of the way there, but not quite, so I selected all of the rows that have a 1 in Column I and sorted only those rows by Column H descending. That gave me the final result.
